Here’s more information, courtesy of Threadhead Cultural Foundation’s website:

What you are purchasing on our website are “raffle tickets” or “chances” to win our prizes. You only purchase “tickets” (or chances) for the prizes you would like to win. You can purchase as many as you would like for any particular prize. (Another term for this might be “Chinese Raffle” or “Penny Social”). For instance, a ticket (or chance) to win the 2015 Jazz Fest Poster costs $3.50. If you purchase one of these, you will be entered into the drawing one time for that prize. If you purchase 5 of these, you will be entered 5 times; purchase 10 and you’ll be entered 10 times, etc. All sales are done online.  No physical raffle tickets are distributed or sold.
